A Labor Day picnic, hosted by the Richmond Shipyards Athletic Association in 1942, marked a significant early use of the space.

Subsequent large-scale company picnics, organized by Kaiser Richmond Shipyards workers, further cemented the area’s role as a community gathering spot.

The dog park’s development was spearheaded by Congressman John H. Tolan in 1935, utilizing the Works Progress Administration (WPA) and Civilian Conservation Corps (CCC) crews to construct roads, trails, bridges, picnic areas, and even a golf course.
